China's new domestic build Aircraft Carrier (CV 17) is currently located in the Dalian Shipbuilding Industry's dry dock in the port of Dalian China. Digital Globe Imagery from Google Earth Pro showed the construction well underway at the time of imaging on July 27 2016. Historic google earth imagery also from Digital Globe showed construction began in 2015. Opensource reporting indicates a 2020 completion date. Comment: The speed and capability of China's shipbuilding industry to construct ships is unmatched. Unlike the reconstruction of CV 16 (which took four years), where China had to engineer around a Russian designed frame, CV 17 is their own design and will therefore be likely faster to put in operation.

The 2016 video capture from Chinese TV would indicate that a year after the keel was laid the flight deck is visible. (www.popularmechanics.com/military/navy.../china-first-homebuilt-aircraft-carrier/)
